After I clicked the URL they provided, I got this dialog:

So sad… I guess google judge my location base on my IP address.

I should ask US friend to active account for me, XD

    Try me then. :) I got Google Voice already. You can install Gizmo so you can call people in USA (me, in this case) for FREE!!!
